It certainly is. An overdose of Neutral Regulator® can result in a sudden and stressful shift in pH, and can cause significant phosphate precipitation. If pH of the water is still too low or too high despite repeated additions of a buffer like Neutral Regulator®, it is likely that there is a high concentration of acid sources or buffers in the aquarium that are preventing the pH from changing. We recommend to either add an acid source like Acid Buffer™ to counteract the existing buffers in the system (in the case of the pH staying too high) or diluting the acid sources through water changes (in the case of the pH remaining too low).
