It certainly is. An overdose of Betta Basics™ can result in a sudden and stressful shift in pH, and can cause significant phosphate precipitation. If pH of the water is still too high despite repeated additions of a buffer like Betta Basics™, it is likely that there is a high concentration of buffers in the aquarium holding the pH steady. We recommend to either dilute the source water with RO/DI water (which is free of buffers) or use a stronger acid source like Acid Buffer™ to overcome the buffers in the aquarium before using Betta Basics™ to hold the pH steady.
Betta Basics™ has a dual purpose as a water conditioner, and every water conditioner can be overdosed to the point of notably reducing the oxygen level in an aquarium. We recommend to follow the dosing instructions when preparing new water for an aquarium using Betta Basics™.
